In 15.3.4.5 "Function.prototype.bind (thisArg [, arg1 [, arg2, ...]])",
step 18 says:
"Let thrower be the [[ThrowTypeError]] function Object (13.2.3)."
Change "13.2.3" to "13.5.3".
