There is an early for RegExpUnicodeEscapeSequence in 21.2.1 that states "It is a Syntax Error if the MV of HexDigits > 1114111.". Unlike all other early errors, in particular the similar error in 11.8.4.1, this early error is listed inline instead of being separated into its own section. To make the grammar in this section read better, and for the sake of consistency, it should be separated into its own section.
