#4073 — 4.3.30: "be either"

In 4.3.30 "property",
it says:
association between a key and a value that is a part of an object.
The key be either a String value or a Symbol value

s|be|is| or s|be|can be|

But doesn't the form of this definition violate ECMA rules?
Maybe it should be more like:

association between a key (either a String value or a Symbol value)
and a value that is a part of an object
