In B.3.3 "Block-Level Function Declarations Web Legacy Compatibility Semantics",
the last para says:
... a warning should be produced for each function whose function code
contains a FunctionDeclaration for which steps 2.b.i.1-3 will be performed.
but steps 2.b.i.1-3 don't exist.
Change to 1.a.ii.1-3, presumably.
