In 19.2.1.1.1 "RuntimeSemantics: CreateDynamicFunction(...)",
step 17.a says:
If BoundNames of FormalParameters contains any duplicate elements, ...
but 'FormalParameters' doesn't really have a good referent in this context.
Change to /parameters/.
